You are correct that Canada is realizing they need a larger coastal patrol now that climate change has melted the polar icecaps for part of the year. They didn't have that problem 10 or 15 years ago. We're starting to have the same problem because the northern coast of Alaska is opening up in the summers.
And it's likely why the Pentagon is extending the F-15EX program: twin engine, proven airframe, big range, large payload capability and a massive radar that can ID and track targets for miles. It's an ideal choice for Canada to use to patrol their northern coastline (as opposed to the F-35).
