Or she's savvy enough to know "Houston, we have a problem".

In which case she says, "Of course it doesn't apply to Medicaid."

There's no scenario on earth where Leavitt believes that the OMB memo is clear enough for her to say that the freeze doesn't apply to Medicaid where she would say "I'll check."
