A country can have a Navy that isn't ready to take on one of the world's global superpowers and be a country that has a very powerful military. The U.S. is the most extreme example. Two things are both true: our Navy isn't ready to take on China and we have the most powerful military in the world.
That's the mistake you're making in assessing the UK. Yes, their Navy isn't ready for a big confrontation with Russia. And they still have one of the world's more powerful militaries. Both things are true at once.
Your criticisms of the Royal Navy are valid and accurate, and you are wrong in suggesting that the UK has reduced their national defense capacity to zero. Because those are two very different claims, and the first one does not support the second one.
