the precedent here is that regardless of whether verbal or written, trump has faced no accountability for serious actions.
be it bribes, collusion with autocrats, job guarantees, requests to manufacture votes, and insurrection.

the top reasons for this seem :
- trump's unpredictability in following through based on his last-minute sentiment
- having sufficient distance from those in the middle putting words into action
- and endless cadre of Mitch McConnell judges all over the landscape

so here we are with just a minor case of libel case decided but still on appeal.

it would be beyond exceptional to see either trump or cannon to perceive any punitive effects of this normalized behavior.
