No she didn't. Did you not even read your article? The first meeting started with DACA, and Feinstein suggested the clean bill on DACA at that meeting. The GOP said they wanted the bill to cover security and green cards also, so they then went out and reached a bipartisan framework on all three of those issues.

The deal was cut after Feinstein's initial ask was met with a counteroffer. They cut the deal on the counter offer.
