Sure that isn't "F The Consumer", because the program, for 40 years, is, first and foremost, the care and feeding of the "JCs".

Leeching off the country yields more than leeching off just consumers. Consumers DO cut back when times are tough. The wealthy are less concerned about their consumption because it is not tied to a paycheck or a job.
