Putin, and "let's not judge them as terrorist" groups like Al Qaeda should exploit American culture decline.

Someone said - multiple times - use gangs. Prisoners. Disaffected groups of people due to tribalism.

Who knows? While I doubt it'll happen you *might* have some government employees booted from jobs. They'll have knowledge. I'D's, credentials. Normalcy.

On another note, I don't see why Russia literally doesn't have sales reps in parking lots of military recruitment centers. Pay people NOT to enlist and then make an effort to buy off Officers to leave the service.
