They intend to use any law or city ordinance they can find, like starting a fire without a permit, to prosecute anyone who "desecrates" the flag.
Yeah...I don't think that works. It's not federal. A city ordinance is exactly that: a city ordinance. The federal can't prosecute a city ordinance. Now, the city could do it if it were populated with a bunch of trumpies. The federal would not have jurisdiction.
If a city did prosecute, it would likely end up at the SCOTUS eventually as a free speech issue. Which, as I said before, is probably what they want.
