But does the sedation go as deep as, say, IV fentanyl?

Chloroform (Inhalational Anesthetic): Chloroform is a potent general anesthetic agent. When inhaled, it depresses the central nervous system to induce true general anesthesia—meaning it can cause total unconsciousness, amnesia, and surgical insensitivity to pain if administered in sufficient concentrations. However, it is obsolete and dangerously toxic (causing severe liver damage and fatal heart arrhythmias) and is no longer used in medicine

Fentanyl is a powerful synthetic opioid. Its primary role is analgesia (pain relief) rather than producing a standalone general anesthetic state. While high IV doses of fentanyl can cause profound sedation, respiratory depression, and unconsciousness, it is almost never used by itself to produce deep general anesthesia because it does not reliably cause complete amnesia or block all stress/motor responses on its own. Instead, it is typically used as a strong pain-relieving adjunct alongside true hypnotics or sedatives (like propofol or midazolam) during "balanced anesthesia".


Given that the chloroform would be used as the first stage of execution, I don't think the toxic side effects would be a concern.
