The way the SA is carrying on, I would be lucky if they look at the card after they have beaten me up, dragged me through the snow, and hauled me off to a lock-up 100 miles from my home, vs ignoring it completely. Once they look at it, and use the embedded RFID chip to verify my citizenship, then they could kick me out the door, into a snowbank, then give me a lecture on "personal responsibility" when I ask them how I'm supposed to get home.
