WASHINGTON/WARSAW — The United States has broken with more than two decades of established practice by not inviting the Organization for Security and Co-operation in Europe to observe its 3 November 2026 midterm congressional elections. In an unusually direct statement on 23 September, the OSCE’s principal election-monitoring bodies said the decision was “not in line” with commitments undertaken by participating States under the landmark 1990 Copenhagen Document.
