He effectively said "do as the US says, or the US will commit financial suicide", which would probably include the Dollar losing reserve status. So, the BRICS lead the shift to another currency, like the Yuan, China being the next largest economy, and, compared to this banana republic, projecting an image of stability and rule of law.

If the US blew up the global economy, for spite, the biggest losers would be the Bazillionairs that Trump snuggles with. Therefore, the sanctions will not be implemented. The delay, supposedly to allow countries to correct their behavior, is nothing but a delay tactic to get past the election. Once past the election, the Proles have spent what little leverage they have at the Polls, and are, again, irrelevant.
