Here, there doesn't seem to be any justification for the President having the authority to do this. It's not one of his inherent Constitutional powers, and there's no statute authorizing him to build buildings on federal property just because he decides to. That's Congress' call, not his.

All I can say is that I hope these lawsuits to block Trump's illegal constructions - Ballroom, Arch - make it to the SCOTUS, and they rule against him, BEFORE he simply begins construction anyway. But will they?
