The Coasties have been chasing a tanker since Sunday. The official story now is that the tanker is refusing to allow the Coasties to board. So, the Coasties need to use a team that repels down from helos, like we saw in the previous two boardings, but a team has not been available, in the right place. US Military is not allowed to perform "law enforcement" missions, like the Coasties are, so all the Marines on the three assault ships in the area can't help
