38 out of 50 State Legislators. ($56 billion approx)

140 total legislators x $10 million bribe a piece=. $1.4 billion.

$1.4 billion x 38 state legislators $54 billion

SO if Elon is willing to use $65 billion dollars - he can bribe the ENTIRE government apparatus needed to change the constitution so someone not born in America can be President.

This assumes that NO legislators would vote for it anyways so there's probably some savings built in here.
