He claims authority to intervene in state criminal justice systems.

Trump pardons Tina Peters — Gov. Polis fires back

President Donald Trump has granted a pardon to Tina Peters, a former Colorado clerk convicted of tampering with 2020 election voting machines.

Polis wrote online, “Tina Peters was convicted by a jury of her peers, prosecuted by a Republican District Attorney, and found guilty of violating Colorado state laws, including criminal impersonation.”

Polis added, “No President has jurisdiction over state law nor the power to pardon a person for state convictions. This is a matter for the courts to decide, and we will abide by court orders.”

Of course, this means he claims authority to pardon himself from Georgia election interference charges too.
