Verizon did not create the legacy system. The communication system in question was actually developed by L3Harris, a defense contractor, not Verizon. Verizon earned the contract to develop a replacement system to rectify the system issues.

Verizon is at the beginning of a 15-year contract to build “the next generation system for the FAA.” Verizon has been working with the FAA’s technology teams and is set to begin deployment. Or was, until Musk stole the contract away.
