If it is anything like 2016 Trump won't cooperate in the transition.

Absolutely correct! Here's a great article by Michael Lewis about that:

And just this morning there is reporting on how the Trump campaign is not even trying to get up to speed on the transition.

They want to tear the government apart, so why bother with an orderly transition?

They talk about the "Deep State" and they are the ones who are going to try to create a deeply partisan civil service. Imagine the opportunities for corruption...
