But we know how these things almost always go: The officer was afraid for his life, therefore: justified killing.

I'm not following this closely, so don't know the specifics. However, I don't believe the feds can legally shield him. If a MN prosecutor wants to bring charges, the feds have to give the guy up. He can't be pardoned by the Felon since murder is a state crime. To me, the question would be if there was enough evidence to bring to trial. I doubt the guy would have the same support as a MN police officer in the same situation in MN. This administration would try to white-wash it, but I don't think the "brotherhood" of cops extends to ICE.

And, bluntly, he killed a white woman on video. That plays even less well with the public. It shouldn't matter, but realistically it does.
