What is a bad tariff? And who decides? Congress can't possibly keep up with the pace of necessary legislation to back up the President, any president, as he negotiates trade deals with foreign governments.

Threatening tariffs, implementing tariffs, horse trading dead lines and percentages is part of the daily grind of foreign relations. Tariffs are an effective tool to have in the toolbox as we try to influence foreign behavior.
