Sure they have. You just haven't been paying attention to what they have said.

Personally, I would draw the line where the woman and her doctor want the line drawn. Any abortion decision beyond 20 weeks is almost always due to health complications to the woman or fetal complications. When it comes to a woman's health, I don't think a lawmaker should be making decisions for her that weigh risks to her body. It should be between the woman and her doctors(s).

I think it is impossible to draw a big black line that 20 weeks (or 14, or whatever), because that ignores the fact that during pregnancy there are lots of grey areas where you are forced to balance different risks to woman, fetus, etc. People who insist on a big, bold, black, absolutely clear lines are just setting themselves up to look like monsters when the uncommon occurs (like forcing a woman to carry an unviable fetus and risk her health due to it being past the absolute line that has been drawn).
