I think you mean 'metaphor'. But no, a reasonable metaphor might be: "He gave out a traffic ticket instead of time in prison."

A 'death sentence' is a specific phrase and was obviously chosen to mean just that.

So when Trump said president Biden is a 'crackhead' after cocaine was found inside the WH, what was that, then? Just colorful language? Or do you think he intended for his cult to believe it?
