Well, Dope, they left out the part that the handover only happens after they've served their time. And he admits he doesn't have the expertise to answer the question. So we don't know.
But we never got a response from you when we posted the Minnesota Dept of Corrections Head saying that they do comply and do handover people, and that after not getting a response from the trump admin, research found that of the 1300 claimed not turned over they could find only 300, and that two mentioned as not turned over had been turned over 10 years ago. Now I'm guessing that the Trump admin fabricated the 1300, and that their record keeping isn't that bad. It's likely because y'all lie a lot - but y'all appear to be lying about the Dept of Corrections not cooperating.
