Depends on the state, but in many states if you show up at the ER you'll get treated regardless of immigration or work status. So it's the sate's dime - but there may be some Fed in there I'm unaware of.

Sure. And the illegals crowd out Americans who might need the care. The same states then ask for reimbursements.
