In 1986, president Ronald Reagan signed the Emergency Medical Treatment and Labor Act (EMTALA), a federal law requiring most hospitals with emergency departments to provide a medical screening and stabilizing treatment for anyone with an emergency medical condition, regardless of their ability to pay or insurance status.
EMTALA applies to nearly all hospitals, as it is a requirement for any hospital that participates in the Medicare program.
