If this athlete is chromosomally XY, she has a rare anomaly where she lacks the capacity to produce the receptor for testosterone. The condition is called Testicular Feminization. Moreover, this makes it impossible for her to cheat as no matter how much testosterone is in her body, it will have no effect.
