Troops are slated to miss their Oct. 15 paycheck if Congress doesn't act.

So, the troops face down USians, that are angry, because the troops are there, without being paid, while his nibs sits in DC, saying that some people "deserve" their back pay, when some sort of funding is passed, and some do not.
