It has been suggested here, that Lord Trump does not want a budget agreement. He wants a shutdown, so he can make the draconian cuts of departments he doesn't like, by decree, and blame it on the Dems.
The Atlantic is picking up on that idea.

A quick look at departmental budgets, showed me some $1.8T/year of spending that Lord Trump could eliminate, because the activities only help Proles and/or burden "JCs".
Take $1.8T in government services away from the Proles, and use tariffs to take most of another $2T away from the Proles, and the budget is balanced. Then they can enact more "JC" tax cuts.
