They have agency...
But do they? The PA had an election 20-30 years ago. The voted Hamas. There hasn't been an election since. So the young people today (what's left of them) did NOT vote for Hamas. They didn't vote at all. They couldn't.
That doesn't sound like agency to me.
But they do have memories of "settlers" evicting them from their lands, killing them if they refused to leave, and the Israeli government doing nothing to stop it (after the assassination of Rabin).
Rabin was specifically assassinated by Israelis because of the Oslo Accords, and the Israeli government trying to remove settlers and give land back to the Palestinians. That is on the Israelis.
