elann: Even if Obamacare policies are subsidized and those who sign up pay only a fraction of the cost, the government ends up making money on their policies if they don't file claims. Those who have no claims end up subsidizing those who do. That's the way all insurance works.
I have no idea if there is fraud here or not, but how does the government end up making money on their policies? The government pays the subsidized part of the premium whether they make claims or not. The insurance company ends up making money on their policies. And, of course, the helpers who sign folks up for free Obamacare.
