That military base "near Gaza" is likely to be carved out of Gaza - as Israel wouldn't want to contribute its land to the endeavor.

In the meantime, it looks like Syria is about to get crowded again:

Syria's new government has expressed openness to letting Russia keep its military bases, including the naval base at Tartus, provided that a deal benefits Syria. This comes after the ouster of Bashar al-Assad and follows discussions to recalibrate relations between the two countries, with Russia keen to maintain its strategic presence and Syria seeking political, economic, or military benefits in exchange.

Syrian government's stance: Syria's new defense minister stated that keeping the bases is possible if "we get benefits for Syria out of this," indicating that a new agreement would need to serve Damascus' interests, says Business Insider and The Moscow Times.

Russia's interest: Russia is keen to maintain its strategic foothold in the region, which includes the crucial Tartus naval base and the Hmeimim air base, notes Yahoo.
Recent talks: In October 2025, Syria's interim president met with Vladimir Putin in Moscow, and while neither leader publicly addressed the bases, the talks are ongoing to redefine the relationship and discuss the future of the bases, reports the BBC.

Key issues: Besides the bases, negotiations are expected to cover the potential extradition of Bashar al-Assad, who has been in Russia, and Syria may also seek Russian support against potential Israeli demands for a demilitarized zone.
