There's no universe where a ruling democrat party takes additional tax money and applies it to solving fiscal problems.

When President Bill Clinton signed the Omnibus Budget Reconciliation Act of 1993, he took a political gamble. The bill raised the top marginal income tax rate from 31% to 39.6% for the wealthiest Americans, alongside other measures designed to reduce the deficit. Republicans in Congress were unanimous in their opposition. Not a single GOP lawmaker voted for the plan, and their rhetoric at the time was dire

Job Creation: The Clinton years saw the creation of more than 22 million new jobs, the most under any president at that time. The unemployment rate dropped to below 4% by the end of the decade.

GDP Growth: GDP averaged 4.0% annually during the Clinton presidency. Real fixed business investments increased 9.4 percent per year under Clinton, the fastest growth since 1945, lifting productivity growth to an average of 3.1 percent per year during his second term, providing a solid basis for broad income progress.

Low Inflation and Interest Rates: Inflation stayed under control, and interest rates declined, making it easier for businesses and consumers to borrow, invest, and grow.

Deficit Reduction and Surpluses: By the late 1990s, the federal government was running a budget surplus—something unthinkable in the early 1990s when deficits were soaring. Clinton’s tax increases, coupled with restrained spending growth, turned red ink into black.

Economic Confidence: Consumer confidence surged, wages rose, and millions entered the middle class. The stock market boomed as technology and productivity growth reshaped the economy.

Clinton’s tax hike was not the job-killer Republicans predicted. Instead, it demonstrated that progressive taxation, coupled with smart fiscal management, could strengthen—not weaken—the economy

I don't like how he runs his personal life, but, as a POTUS, he did pretty well, for the vast majority of USians.
