Did he actually say that? I read in another place that he said 'To the victor belong the spoils', which would be the correct quote. But it's not beyond him to mangle it.
He also called the Venezuela thing a war. So a four hour special forces operation is a war, but a seven month thing that depletes America's weapon stockpiles is a "small potatoes military operation" that ended four months ago, and again three months ago, and two months ago, and last month, but may also go on till after the midterm election.
