You should remember when Bill Clinton was in office around 1993 he put Hillary Clinton in charge of fixing the health care system in the U.S.
She and whoever was part of her working group came up with an about 2,000 page long plan which was published in book form and widely available, I think you could get a copy for free.
I can't quite remember why that didn't go anywhere, possibly it was way too complex, and it could well have been one of the reasons that the Republicans took the House under Gingrich in 1994.
There are no simple to complex problems, like health care, but Dem voters believe there are or should be, and Dem politicans are more than happy to pander to these fantasies.
