Name any POTUS for the past 40 years, and millions will have crossed during his tenure. This is not a new problem. The economic prosperity of the north (e.g. USA) is a magnet for people in desperate poverty in the south (Central and South America). That has been true no matter which party is in control, and will continue to be until we get immigration reform with some teeth.
And you picked the wrong definition of "encounter" as it was used in the data. You picked the verb. In this context, "encounter" is a noun. And if you bothered to dig deeper, you would realize that a lot of those encounters resulted in expulsion. I suspect the vast majority of encounters result in expulsion, actually. It appears you don't really want to know the facts, you just want something to confirm your biases.
As for freebies, that's up to the states. They don't get any freebies from the feds. In fact, they often use fake SS numbers to get jobs, and then pay into a system (social security and Medicare) from which they will never receive benefits. If CA wants to give them aid, that's on CA. If you live in CA, complain to your legislator.
Barring amnesty, they will never become voters at all (Dem or Rep). If caught, they will be deported.
