"Encounters" means they were apprehended. As for "they keep coming", of course they will. Without comprehensive reform, that will never stop. For all its faults, the US is still attractive to a lot of desperate people. = 1pg

If comprehensive immigration reform was implemented just as you envision it should be, would the number of immigrants coming into the USA every year go up or go down from what it is now?
