I wasn't trying to claim they make sense - just that they are not founded on the idea that an unfertilized egg or sperm are considered a human being.
My point is that the boundaries were set as a matter of expedience: the degree of intrusion many people would be willing to tolerate. The end stage of the reasoning could only be implemented once all Proles are, officially, property of the state. As property of the state, Prole's functions would be to work or soldier, and produce more workers and soldiers. Pushback to Katie Miller's call for more pregnant teenagers makes it apparent Shinyland is not quite to that stage yet.
