So it binds federal workers, like the USPS
USPS is not a federal employer--and does not have federal employees. Long ago (1970s?), RWNJs in Congress voted and required it to be a PRIVATE company with a federal contract (?) to handle the mail. No private company would even WANT to try to touch the requirements of such a contract. Unless you want to pay $5 to $10++ per letter sent, that is.
Don't forget: MANDATORY to offer pickup AND delivery of mail to EVERY address in the US. All for the price of a stamp. The post office is specifically mentioned in the US Constitution as a duty of the US govt, so the RWNJs are unable to abolish it YET. But they are working on it.
