The conflict is, outside of bubblevision, all the media most USians consumer tells them the failure of negotiations is all Iran's fault, because the media is not telling them about the other aspects of the story.

I'm not sure that's right. I think that the news media has been pretty consistent in observing that both the U.S. and Iran made proposals, and that neither was acceptable to the other party. I mean, even Fox News put both parts right at the top of their live update page:

Iran has rejected proposals put forward by the U.S., and Trump in turn shut down a 10-point plan from Tehran on Monday, saying it was "not good enough."

Whose "fault" it is would be more of an editorial/opinion type of assessment, and obviously different media will have different perspectives. But in terms of reporting the actual course of the proposal exchanges, I'm not aware of any large-audience media that have failed to report the existence of both proposals.
