He took a chunk out of the VA last March. He can blame the entire shut-down on Congress

The VA got all kinds of cuts, but the key point is a critical one: Medical professionals are saying "NO" to working at the VA.

The second key point: Spankee claimed failure begins at the top. He is supposedly that top, so he is saying (correctly) HE IS A FAILURE.
