it was already a sure thing that team trump was going get out-smarted by canada (ex-brookfield's mark carney) and a few others.

given the regular reversals and turtle-ing, even the average nation may come out ahead.
i.e., 'we will keep our tariffs on america, and trade more with others until someday sensible w/ irrevocable authority is available during trump 2.0...don't waste more of our time until then.'
