There's no universe where a ruling democrat party takes additional tax money and applies it to solving fiscal problems.
None. The second new money appears, it'll be spent on buying votes. You're not wrong when you say that Trump put the "let's not spend ourselves into oblivion" wing of the GOP on its back foot. What you missed though is that the current crop of democrats have 0.0 interest in anything other than getting in power and then once there, staying in power.
That means pandering to the max and that means buying votes with taxpayer dollars. Ergo any extra coin collected goes toward expanding unaffordable things, not curtailing them.
