didn't we have more such laws and protections back in the 70s?

We did, but not in the form of tariffs. The US population was POOR--remember wage AND price controls? No money = no spending = no need for many imports ($$$$). Just OIL !!! Saudi Arabia can undercut any US production price and still make a profit.
