that if these games happen in the US, some of the best athletes will not participate by choice or by force?

I find that exceptionally unlikely. These athletes train full time for years for their one moment in the sun. Winning guarantees them endorsements, fame, speaking circuit engagements. To pass up that to make a political statement that won’t even be talked about after a week or so seems far fetched.

More likely they compete and try to win, then make a political statement when their voice is amplified.
