HEBER CITY, Utah (ABC4) — The Wasatch County Republican Party Chair is behind bars after police investigated reports that he was “waterboarding” his 16-year-old family member.

David Nephi Johnson, 54, has been arrested and charged with intentional or knowing aggravated child abuse, a first-degree felony.

According to the Heber City Police Department, officers received reports that a 16-year-old girl had been subjected to “waterboarding” by Johnson. Detectives opened an investigation and learned that the victim had “visible bruising,” reportedly from being backhanded on the torso.

In an arrest statement, the responding detective wrote that the victim had come home from spending time with friends, and Johnson was upset because she “didn’t completely clean her room.” He allegedly grabbed her by the back of the neck and took her into the bathroom.
