Actually it's all states per Article I, Section 2 of the U.S. Constitution. The State's governor could appoint someone to fill a Senate seat within a day, but they must call a special election to fill a vacant house seat.

Also, while the House seat is vacant, the Congressional Office remains open for tasks like constituent services to the District, but they can't vote on legislation or in House Committees.
