On the ballot is an unConstitutional income tax on high earners. Because this state has uncontrolled spending and a democrat near supermajority in Olympia, the only solution to the budget crisis they created is Tax The Rich Man Behind the Tree.
I don't know the details, so won't really comment. But I will say that it isn't how much you pay in taxes, but rather what you get for your money. If you get value, then it's good.
Also, while a few may leave, it will be a rounding error. Someone posted (I think on TMF) some data that people don't really flee when taxes are increased. They just don't. It's a myth. I'm sure you could find an example or three, but -again- a rounding error.
