There will be nothing that would lead to an indictment, nothing that shows that the Elites were protecting their friends from anything.

And the MAGA base won't accept that.

And refusing to release is better?? It's the less-bad option? He's either breaking his promise to protect elites, or he is covering up elites if he releases the data and maga doesn't see what they expect.

Lose-lose. Why is releasing the data worse? I get amusement either way from the ire against the Felon.
