They were never going to stop Medicaid. That's stupid to the 10th power.

Then they shouldn't have issued a memo saying they were going to freeze all Federal financial assistance programs using language that covers Medicaid and a bunch of other programs that they didn't mean to (or realize) they were covering in the freeze.

That was stupid to the 11th power. Which is why they had to rescind the memo.
