In the summer of 2001, AG John Ashcroft stopped flying commercial, and switched to government aircraft. When asked about that change, Ashcroft said it was due to a "threat assessment" by the FBI. Meanwhile, an FBI field office was telling DC there were some very sketchy sorts taking flying lessons, and urged other field offices be alerted to be on the lookout for similar sketchy characters. The word was not passed to the other field offices, though, somehow, Ashcroft perceived a threat to commercial airlines.
But on 9/11, Bush read "My Pet Goat", while the NeoCon wet dream, as specified by PNAC, as a "Pearl Harbor scale event", played out.
